With the addition of locales that have different sorting orders, locmap.cpp needs to map the LCIDs to the proper new ICU locale names and vis versa.

For example, LCID 10407 is German phonebook sorting order, but the 0407 part of the LCID is de_DE in ICU. We have dePHONEBOOK, de_DE and de_DE_EURO to choose for the correct mapping for this LCID. We need to find the correct LCID<->ICU locale mapping.

It looks to me like pretty much everything is handled already. Maybe this bug represents adding any remaining missing LCIDs?
