Description

We should add fractional seconds to the full time format for each locale and test it for roundtripping.

Now that we depend on CLDR data, and there is very little demand for this information. We don't need this bug for ICU anymore.

I was told to submit this bug earlier, and now I'm not sure it's a good idea. Any changes would depend on CLDR.
