Description

Currently when trying to access data in an ICUResourceBundle an alias is followed to it's location and there is no (easy) way for an external entity (say a tool that writes the LDML equivalent) to know that it is an alias or to know what the alias is pointing to.

Add API to access this information.

Created several methods for dealing with alias's. However, since Yoshito will be working on related issues, these methods may turn out NOT to be the best solutions to the problem.

If any changes are made to these methods, ICU2LDMLWriter will need to be re-evaluated. Any time a table is found, it loops through all possible keys and then calls addAlias(). AddAlias and every point at which the method is called will need to be reviewed.
