Links in the icu.pdf in the userguide for icu 4.0 point to the following location: /home/krajwade/...

The current (and previous) pdf version of the ICU userguide doesn't have working links to jump to specific points in the documentation because of the way the pdf file is generated. As such, the links (that works in the html version of the userguide) should point to nothing and should not be "clickable."
