Description

CLDR Ticket 1771 ( by Yoshito ) proposes that we change yyyy to y in date patterns, so that low numbered years format properly. Having done this change on the CLDR side, I noticed that this has some side effects in the flexible date/time generation that need to be looked at to make sure this side effect is desired and expected behavior.

We need hardcoded pattern data in the GlobalizationPreferences test case when the new CLDR data is integrated. But the DateTimePatternGeneration issue was resolved by this fix for C/J.
