Description

If the jar path given to gendtjar.pl contains spaces in it, the shell will assume it is two separate arguments and error out.

located in: icu4c/source/tools/genrb/gendtjar.pl

Modifications made(not committed...pending future release): In icu4c/source/tools/genrb/gendtjar.pl Added to the Cygwin specific code. Fixes problems that occurred with spaces in the given file path.
