Description

CLDR 1.5.1 Appendix C.10 http://unicode.org/draft/reports/tr35/tr35.html#Likely_Subtags defines the algorithm for supplying/tailoring likely subtags in locale identifiers. In ICU4J 3.8.1/4.0M1, addLikelySubtags is added in ULocale class internally (no ICU4C implementation) as a part of #5990. This ticket is for

- Promote addLikelySubtags in ICU4J to public
- Update the implementation of addLikelySubtags to use CLDR supplemental data (currently using hardcoded data)
- Add addLikelySubtags in ICU4C
- Add removeLikelySubtags in both ICU4C and ICU4J
