Description

C and Java need to be in sync on the data that they build, or bad things happen.

For each locale, build a collator directly, and one from the rules. Verify with a monkey test that they produce exactly the same sort keys. (Make sure that the tests include multiple accents.)

This shouldn't be an issue for ICU4C, but it could be an issue for ICU4J because the default binary data is built with ICU4C and copied into ICU4J. ICU4J has its own collation builder code.
