Description

Not a small number of ICU4J users are just using ICU4J as JDK alternative with more locale data. There might be potential ICU4J users who are willing to take advantage of rich ICU locale data, but do not want to refactor there existing code.

With Java 6 Locale SPIs, ICU should be able to supply support of missing locales in JRE. Also, technically, it should be able to set custom Locale to designate ICU service to be used (for example, en_US_ICU to use ICU's en_US locale).
