Description

RandomCollatorTest has been timebombed for several ICU releases. I've disabled this test until it can be investigated further and the proper fix implemented.

The following files have been removed from the build, but they are still checked into ICU4C. These files are in icu/source/test/intltest. 

rndmcoll.cpp
rndmcoll.h
wbnf.cpp
wbnf.h

The test can be reenabled by readding the test to tscoll.cpp, and readding the files to the Windows project file and Unix Makefile.

RandomCollatorTest in ICU4J is also disabled until the problem is resolved -> http://bugs.icu-project.org/trac/changeset/21800
