All values from 0 to 255 are valid for ccc; the old code was throwing an exception if they were empty.

As per a talk with Ram, these changes will not go into 3.6. Since the new test is currently failing, I'm removing the reviewer until the test is fixed. [grhoten 2006-09-25]

Is this fixed with ticket 5609 which fixed TestPropertyAccess issues with lccc, tccc and hst? Otherwise, please remind me what exactly is still failing.

The fixes in this bug are only for ICU4J, they need to be ported to ICU4C too (UnicodeSet::applyPropertyAlias in common/uniset_props.cpp). I have filed ticket #6591 for that, and will move this to fixed.
