Description

ICU4J is killing us, as you can see from the attached measurements and

profiles. 54% of the processor cycles. 240% perf improvements if we replace it with java.text.SimpleDataFormat. (Note, it appears that T* parsers have a bug where they should be using the com.ibm.icu package by aren't. Only the WAS Express parser is in these measurements. A defect is pending on the T* parsers).

Significantly improve the performance of com.ibm.icu.text.SimpleDataFormat and Timezone.

This is a stop ship defect for us.

In the typical usage sent by Eric showed DateFormat format/parse performs ~6 times slower than the equivalent JDK implementation. ICU4J version is much slower when timezone is included in format pattern. However, even without timezone pattern, it is still more than 50% slower.
