Feature request:

Add API that for any locale provides a list of codeset converters that can handle the letters in that locale. This can be implemented by supplying a sample string with each locale that has the distinctive character (outside of ASCII) that the language needs. Usually this would only be necessary in the language locales.

The library can use that string to filter the converters that can convert all the characters in the string. This information can be either generated at build time or cached at runtime

Note that ICU 2.6 adds ucnv_getUnicodeSet() which allows to compare text with the set of code points that are roundtrippable with a certain converter (see Jitterbug 1439). API 2 here can be implemented by enumerating some converters and checking the text against each one.
