Description

It might be a good idea to move all of the deleted glyph values (0xFFFE and 0xFFFF) to sub-font 0xFF to be sure that they don't interfere with legitimate glyph IDs.

Make any glyphs in sub-font 0xFF be ignorable, which would simplify the existing tests, and make them a bit safer.

This will require some care to be sure that the sub-font is always set when setting a deleted glyph ID, and to be sure that all checks look only at the sub-font, not the glyph ID... it is probably the case now that some code which checks for deleted glyphs will only work if they glyph is in sub-font 0!
