We should collect the reverse fallbacks from the various platforms for our UCM files. I know that Windows has them, but collecting it can be difficult because it sometimes does an incomplete conversion when doing the reverse fallback (and get incorrect results) or converts the byte seqence it to one of two substitution characters.
