This should be an algorithmic converter, usable by names like "UTF-EBCDIC" (->convrtrs.txt). The correct name for this is "UTF-EBCDIC" as described in http://www.unicode.org/unicode/reports/tr16/ . It is very similar to UTF-8, with an additional mapping between ASCII-friendly and EBCDIC-friendly bytes.
